The President, appointed by the Board of Governors and approved by the Permanent Secretary of the Education Bureau of the HKSAR, is the principal academic and administrative officer of the Hang Seng Management College. The President is responsible for the strategic development and overall management of the College. Working collaboratively with the Provost and all staff, the President will lead the College to scale new heights and pursue the road map of excellence to become a leading private university.

Dr. Chui Hong Sheung, JP, is the founding President of Hang Seng Management College (HSMC). He received his PhD in Education Administration from The University of New South Wales in 1996, MA (Ed) and Dip Ed from The Chinese University of Hong Kong in 1988 and 1975 respectively and BSc (Hons) from The University of Hong Kong in 1972.
Dr. Chui joined the Education sector as a secondary school teacher after he graduated from The University of Hong Kong and was appointed the first Principal of STFA Lee Shau Kee College from May 1979 to December 1996. He has joined the Hang Seng School of Commerce (HSSC) as the President since December 1996. In response to the needs to provide more local tertiary education places as announced at the Policy Address 2000, Dr. Chui started the preparation of launching associate degree programmes in 2001. Under the leadership of the School Management Committee (SMC) and the concerted efforts of all staff, HSSC launched the Associate Degree in Business Administration in 2003, and the Top-up Degree and Pre-associate Degree in Business Administration 2005.
To take a bigger stride, Dr. Chui worked with all the colleagues of HSSC in 2007 on the offer of degree programmes with an aim to transform HSSC into a private university in the future. In May 2010, HSSC sought the approval from the Executive Council to be registered under Cap 320 as a degree granting College. The Hang Seng Management College (HSMC), a wholly owned subsidiary of HSSC, was thus founded in September 2010 to offer degree programmes, namely Bachelor of Business Administration (Honours), Bachelor of Translation with Business (Honours), and Bachelor of Business Administration (Honours) in Supply Chain Management. The three degree programmes saw a first intake of more than 600 students.
On top of the role of providing overall leadership in the management of HSMC, Dr. Chui is now responsible for campus expansion and development of further degree programmes with a view to transforming HSMC into a private university in the near future. The Board of Governors of HSMC has approved the campus development plan of state-of-the-art teaching blocks, hostels and cutting-edge facilities to accommodate up to 5,000 students on the land granted by the Government. Dr. Chui will continue to work jointly with the Provost and School Deans on the development of more prospective degree programmes in the years to come.
